The State Comptroller, Thomas DiNapoli, has warned NYRA to get their finances under control. DiMapoli is concerned that the Racino moiney from Aquaduct will mask the ongoing losses that NYRA has suffered from o' low these many years, releiving NYRA of their financial responsibilities.
